Removing it had no effect. The error stays. And it's only in 99, not in 98.

We have seen this error before, I am guessing it is this APAR: PH59339: PH59339 MDX ERROR WHEN CREATING UNIVERSAL REPORT DUE TO SPECIAL CHARACTER IN ALIAS NAME IN TM1SET. To validate, make sure none of your element or subset names have "special characters".

I was getting this error as well on both Dynamic and Static. I found in my case it was because I wasn't using a subset in one of my context dimensions and when the report construction areas were exposed there was a '?' in those places. As soon as I entered an element or subset the error message went away and my report completed. Still a bug but can be resolved quickly.
