According to the What's New Release Notes for Version 93, PAfE should now include a simplified Universal Report called Static view.  

Updated Universal Report converter features - IBM Documentation

From the Documentation:

To create a static layout from an existing View or Exploration View in Planning Analytics for Microsoft Excel:

1. Click the Task Pane.
2. Expand the cube that contains the view from which you want to create a Static Layout.
3. Right-click the view.
4. Click Universal report (static layout), and select where you want to create this report.

Does this work for anyone? I have tried in 2 different environment and do not see this option.

I have the same issue. I also tried 2 different versions and upgraded my dev server to that latest IBM PA IF and it still does not work.

All, it would seem that some of the documentation updates associated with the static layout new features coming to Universal Reports were prematurely published~

Universal Reports Static is still not GA, it is available in PAfE SC95 and SC96 as a technical preview. Also, please keep in mind that in order to see Universal Reports as an option in PAfE, your PASS version needs to be at the same level.
