First you need to enable SNMP on ISAM server.
Then from a external Linux (or windows) server you can run a snmpget on ISAM.
Here is the command:
$ snmptable -M +. -m +ALL -v 2c -c public -Pu -Ci isam_server.example.com HOST-RESOURCES-MIB::hrProcessorTable

It is very strange but I have got same feeling with our appliances as well. Unfortunately I was not able to see clearly the CPU usage for each cores divided.
How were you able to check CPU usage per cores?
Anyway I'm looking forward any reply from expert regarding CPU balance mechanism / process.
