What kind of memory error ? I had a situation with an LPAR where several commands were failing. All I had to do was to increase the memory via DLPAR. Could that be your situation too ?

If it because of Memory issue ,then none of the command will execute, while executing commands will encounter "fork error" right , but here we are getting error only when the commands read the data (VGDA) from Physical volume.

    Thanks,

In the issue I had, new processes were being forked successfully and I was able to run most AIX command normally.

It were the LVM commands against rootvg that would fail : lsvg, lqueryvg, lquerypv, readvgda, etc ... were all reporting errors similar to yours. Your case could be different.
