If you did an rmdev -dl hdisk1 then for all intents and purposes, hdisk1 doesn't exist to AIX anymore. So trying to add this to a VG (rootvg or another one) would fail. I would not expect this specific error message, but I would expect it to fail.

Have you tried running cfgmgr (maybe twice) so that hdisk1 is detected again, and then running extendvg?

Sounds your ODM is messed up pretty well.

During a reboot, a syncvg of the rootvg is done. So strange as it may sound, but have you tried rebooting? That may sort out the problems for you.
