    What recommendations can anyone provide for whether or not to place an SQL trigger program within the library where the database file it is triggered from resides versus the library where we usually store program objects?

    A trigger (program) should always be in the same library as the associated table or view.
    When saving and restoring the data library you do not have to be (re)registered.
