No, it's not striping. Also, I don't think AIX will do what you drew above, I think it will do this,
Disk1 Disk2 Disk3 Disk4 Disk5
lp1 lp3 lp5 lp7 lp9
lp2 lp4 lp6 lp8 lp10
It's safer to only talk about striping with LVM when you're creating specific striped LV's using -S.
Striping creates a unit smaller than the PP (usually) and ensures writes go to all disks at the same time. Choice of stripe size is critical and based on the application in question.
