thanks for the reply , i started by connecting with ojdbc6.jar but it didn't work so i tried ojdbc7.jar without any result. I also tried to modify the jar by adding oracle.jdbc.timezoneAsRegion=false in file oracle/jdbc/defaultConnectionProperties.properties , the same error kept shoeing and finally i tried to connect to the oracle database from an other PC containing the same version of ibm cognos and have the same configuration the only difference is the system language and region and it worked smoothly with ojdbc6.jar without any modification , i am trying to check if this could be the issue .

What JDBC Jar file are you using to connect to Oracle 11? Is it ojdbc6.jar, ojdbc7.jar or ojdbc8.jar?
I will also check to see if there is a different file to add the jdbc parameter to have data servers work correctly.

i am trying to connect to an oracle 11g database from cognos 11 but i faced the problem "XQE-DS-0006 :Unable to logon to the data source ORA-01882 timezone region not found"and i solved the problem by setting the JVM command line argument -Duser.timezone in xqe.config.xml and that solved the connection problem but as soon as i try to load the schema i get the error : 'MSR_GEN_0097 Error while getting catalogs and schemas for: "X". Unable to connect to the data source. "ORA-01882: timezone region not found " ' .
