With no obvious errors, we used a low tech solution, and copied the entire installation directory from a working PC to the non-working PC (using a memory stick) and then the Design Studio worked.  (We could also have replicated the directory across the network).

Obviously the installation program was being thwarted by some 'other' software or odd configuration on that particular PC, but sometimes you just have to take the 'win' when you get it, and move on.
