The question is what exactly you want to achieve.
If you want to have the WAS administration console in German, you must install via IBM Installation Manager (option "modify") the German language pack, then the language of the Admin Console is selected based on the browser language.
If you want to have the logs in a different language, you must define for the server the generic JVM argument "-Duser.language=de". This will make the logs written in German. To switch back to English, you could use the wsadmin command AdminTask.setJVMProperties. Be aware that the approach will create in your log a mixture of messages in different languages, so not really recommended.
