We're setting up a Windows Server 2022 in which we're going to install SPSS Statistics 28 and activate it with a campus license. 

Users will access this server using  Remote Desktop Services and will open SPSS application from there. However, for security reasons, once the users are connected to that server through remote desktop, they won't have access to internet from there.

So now the questions are:

• Will this server need access to Internet in order to activate the SPSS campus license?
• Will SPSS need occasional access to Internet in order to check the license or similar license-related tasks?

If you are installing the IBM SPSS Statistics client to a Windows Server and user access that installation via Remote Desktop, then you would need to be using Concurrent Licensing.  So you would have a Concurrent License Manager installed in your environment and it is that license manager that would be activating an authorization code, not each and every client to connect.  Just one activation per product and version.
