In the past, IBM has granted me an author'slicense for SPSS. I used it in my supplement to a text:

What process did you follow previously to come to this arrangement between you and IBM SPSS? I suspect that route will likely be more productive for you rather than posting in a Community Forum.

We're attempting to setup a new process to onboard academic authors.

To clarify, I'm on the SPSS product management team and we don't have a public facing portal to manage academic author onboarding at this time, although we have some things in development.
