    oslevel before TL7 upgrade
    1. oslevel -r
    5300-06
    oslevel after TL7 upgrade
    1. oslevel -r
    5300-08

That you downloaded the wrong TL or that /usr increased when you installed the TL you had downloaded and you took the option to increase the filesystem size when installing it?

On my opinion you tought you've been on TL6 fully, because the oslevel output.
But I'm pretty sure that you system already got some but not all TL8 fixes.
Before the update, there were some TL8 fixes already. And only all the fixes to TL8 were complete. For that reason oslevel show you TL6 instead.
I will rcomended to use the lppchk command and instfix command to debug such kind of situations.
