    In WebSphere v9.0 adminconsole when I try to create an activation specification against SIB by navigating to Resources> Resource Adapters> Activation Specifications, I get this error:

    A J2C activation specification cannot be created in this scope because there are no eligible resource adapters to use as the provider in this scope or create a resource adapter in this scope before trying again.

    I already verified and the SIB JMS resource adapter already exists at that scope and the existing activation specs also work fine. I am not sure why I am receiving this error when trying to create a new one. How can I fix this?

    To create an activation specification against the SIB JMS provider you must navigate to
    Resources>JMS>Activation Specifications>New and create a new one.

    To create an activation specification against a third party jms provider, you will need to navigate to Resources> Resource
    Adapters> Install RAR.
    Once the resource adapter is installed, you can then go to Resources> Resource Adapters> Activation Specifications
    and create a new one.

    In WebSphere, SIB JMS Resource Adapter is automatically installed.So, you do not need to manually install it.
    To fix the error,please try creating the activation specification by going to Resources>JMS>Activation Specifications>New.
