We had two suggestions from IBM:
Deploy the agent image in docker twice on a single machine. This does, however mean a docker runtime and appropriate skills (ie WSL2, Docker etc).
Enable nested virtualisation (if on a virtual machine or virtualisation if physical) of Windows on a single machine (no extra machine cost, two windows systems for two Agents but more complex as another hypervisor required (maybe HyperV) and needs validation that their machine will support it) this may require extra windows licences but may be lower cost.
As I mentioned above, our customer opted to use 2 machines rather than the above. Until the suggestions get enough upvotes on the Data and AI portal, I don't believe the Product Teams will make any changes to allow Satellite Connector to connect to multiple connectors.

This is concerning information. We have a client who is just now starting the process to move to PA/CA on cloud and to have to set up two Satellite Connector servers was not planned. Does anyone know if, since the Connector is containerized, two separated instances can be installed on the same machine?

We recently raised two enhancement requests relating to this, as we have been told by IBM that Satellite Connector can only use one API key per windows service and only one Windows service per user. Therefore you cannot connect both PA and CA to one server. A workaround is being used with another machine, but not ideal.
Here are the ideas in the Data and AI portal, if you would like to upvote for consideration in the product:

Good luck :)

Is there any further guidance or documentation on this topic? I have a similar situation and am trying to find a way to resolve it. PA satellite connection is working.

Trying to setup Satellite Connector within Cognos Analytics.
We have already setup Satellite Connector for Planning Analytics (is working) and I assume I can use the same Agent service that is running on our local server?
It is not clear how I can add the Cognos Satellite Connector configuration to the existing config.json file. Is this possible?
