    I am trying to figure out how I can send a daily email every weekday (Monday - Friday) at 4PM…

    I have tried using a daily scheduled rule using the weekday() function but I either do not get the email or I get an email for every record in the object.

    I’d like one email sent every weekday at the same time.

    Is this possible?

    Scheduled Rules option is available for the object records. In your case, you can try as follows as an workaround.
    – Create a object with one record and configure Scheduled Rule on it. If you wish that object to be displayed then hide it using the Preferences.
