While not specific to this issue, have you checked that you're running the latest HMC & Power10 firmware levels? There might be bugs that have been fixed.
I'd also be raising a support call to IBM for this issue, but if you're down level they are likely to advise that you update to the latest before further investigations are performed.

In my case I have a dual HMC configuration and had intermittently HMC loosing connectivity to the IBM Power 10 Server. This has happened few times over the 3 months.
This is not a network issue.
