running python 2.7.18 or python3-3.7.10-2 non-root user libexpat library problem

    On running python(2.7.18) or python3 {3.7.10-2) command as a non-root user, the following error is returned.

    Using LIBPATH=/opt/freeware/lib:/u01/app/oracle/product/11.2.0.4/db_1/lib , the commands work.
    This issue was not seen in previous releases.

    Could not load program python:
        Dependent module /u01/app/oracle/product/11.2.0.4/db_1/lib/libexpat.a(libexpat.so.1) could not be loaded.
        The module has an invalid magic number.
