    “in the pipline I am not seeing the Service Header and Any other header but only XMLDATA for Payload/”

    I think since PIP3A4 is not generated with all the necessary headers (preamble,delivery,serviceheader,servicecontent)data this might be causing the handlers:send transport fail.Step thru the flow you might trace some clue in the pipe.
