i think nobody has answered so far, because i.e. it can wildy vary what 'cloud' means in different contexts and there is very little context.
Assuming you are talking about an IBM Content Navigator using the default Daeja Viewer:
When a user requests to view a document, the viewer server (embedded in the ICN) renders that document and the rendered result is directed to your viewer client (usually the html-based Daeja ViewOne via your browser) including annotations.
To my understanding role based redactions now only differentiate which annotations to be rendered, dependent on the users groups. And disallow direct downloads. So unless you host your ICN on some cloud server infrastructure, there should be no trace on any such cloud.
I have done several plugins interfering in viewer communication and annotations in particular, but i only know role based redactions from theory. So someone please correct me, if im wrong ;)
