release locking on Geneva System.

    hi all.

    i need you help to find out problem on our IS Server.
    i got this error today.

    our DBA had been release all locking on their system.
    but we still got the error.
    after resatring IS, problem solved.

    could you please, help me find out the problem??
    need i restart IS server on releasing lock??
