Hi Andrew,
The "Inactive" status is generally applied to devices that have had management removed, so in most cases it will require re-enrolling the device.
Sometimes an active device can be marked inactive (with a "Hide" action) but if it is still active with the management profile still installed, it will correct itself back to an "Enrolled" status.
If you navigate to the "?" in the portal, and in the search field in the menu type "iOS Enrollment" you will get a number of guides that will take you through the various enrollment types supported by iOS.
