    This is a tough question to answer. Some people say one thing while others will tell you something different. Most people will agree that a server running between 80% and 85% is a good use of resources. The reason for this number is that it allows for spikes that may occur during backups or other type of minor maintenance with out your application taking a hit. Again this is just a round about number and can change in each environment and on each server but it gives you something to aim for.
