We have some AIX already on 7.3.3.0 that needs to update to Python3.11 because on those we cannot install the newest version of python3.9.

AIX 7.3 TL3 has not GAed yet, so I'm not sure this is the best place to discuss 7.3 TL3 issues, but python3.11 should be on the base AIX 7.3 TL3 media (my understanding is that it's an optional install).
