    In a controlled stop of Power HA on one side, all resource groups on that side failover to the other node in parallel.
    If I take down a network on one side, however, the resource groups are failed over to the other node sequentially.

    Has anyone else come across this?

    I did not see any semi-recent APARs related to an issue like this, but its probably best to generate a 'snap -e' and open a PMR in this case.

    I upgraded to PowerHA 6.1 SP2 and applied the corrective action described in this APAR. Now all resource groups failover in parallel when a network_down event is processed.
