Thanks David, I have subscribed to that open support issue, so fingers crossed.
As far as I can tell, SPSS is attaching the counts instead of percentages (rather than it being an issue on Microsoft Office's end); if I copy the chart to Excel I can then Select Data and then Edit, and it's just the counts. Also, if I open the chart editor in SPSS and Export Chart XML, it's again just the counts.

I had opened another discussion thread at the same time as this one, and while waiting for a response I figured out a workaround for both using Crosstabs instead of Chart Builder:
Multiple Response > Crosstabs > create relevant crosstabulation > double-click on crosstab table > right-click table > Create Graph > Bar > copy graph to Word as Microsoft Office Graphics Object (which displays correctly now)
Hopefully that further information of some help to the support team.

Currently when copying a bar chart (simple, clustered, or stacked) with Statistic set to Percentage as a Microsoft Office Graphics Object from SPSS v27 (bottom) to MS Word 2021 (top), it reverts from percentage to count (while keeping the Y-axis label of Percent).
Am I missing some setting or is this not supported?
Pie charts work fine with Percentage.
