I am checking the Watson in a global manner and found that in cloud pak for data there is a pipeline implementation to improve data etc.

My question is, can we use some features of watson to create a CI/CD pipeline? ex: copy from repository and install

There are several approaches to CI/CD available with the platform.  If you're working on the IBM Cloud, the Continuous Delivery service can create and manage CI/CD toolchains, and includes templates to bootstrap the DevOps process [1].   Alternatively, RedHat OpenShift includes build and pipelines for full source to image generation and deployment strategy management.
