Sometimes they are called CSP (Certified Solution Professional). Their role is in technical sales. If you are a customer, you can start reaching out to your sales rep and find out who that is. If you are a business partner, you can start reaching out to your channel rep. Regardless, you probably end up with David Ash. Introduce yourself to him and ask if he can help.
However to start with, check out this RestAPI service in ITXA (used to be called SPE). It allows you to issue RestAPI call to do most of the stuff that you would do in the UI.
http://localhost:9080/spe/svcThese are the basic steps:
1. Look for this map that converts EDI data into XML format to be imported to ITXA repository

2. Use this map in the RestAPI to create ITXA envelope. I believe it's under Import.
