You would need to remove View Only access for the Everyone group on the Shared folder for this to happen.
Typically the Everyone group should have at least View Only access to the Shared folder. This minimum level of permissions is required (even just to use a personal folder)

It was because there was no permission on Shared folder in PAW for this user.
