It is not possible / supported. The toolbar icons are often the primary means for your end-users to access functionality that makes the dashboard experience interactive.
The icons will differ slightly depending on if the end-user's role is a consumer or author. If they are a consumer (ie. not able to toggle 'Edit' ON to author) they will not see the option to Format, Delete etc. If this aligns with what you're trying to do, consider assigning your end-users to user group with a consumer role so when they access the dashboard from any entry point they will only be able to access the functionality offered to dashboard consumers.
Should your business needs require you to restrict interactivity, consider exporting the dashboard to a PDF and sharing the static PDF file, or using the various options in Reports.
