I have noticed that when you open, in an Excel session with calculation set to Manual, a PAfE report that was saved with "Manual calculation", PAfE nevertheless refreshes the report.

Is there a way to disable PAfE refreshing a report upon opening?

In the workbook in question do you have an Excel named range called TM1REBUULDOPTION and it is set to =1?

If so read the documentation. There is a setting under options in PAFE which can be unticked. It is a user soecific setting.
