Is this expected behavior? I expected the backup file to increment by the Output Card contents prior to being appended to the output file. Thus, the output file and the backup file would be identical.

I just created a trivial test map in Mercator 6.7 and the behavior is the same as 8.2.0.3. The backup file after each map execution contains the current map execution output records appended to the pre-existing output file appended to the pre-existing backup file.

This doesn't seem correct to me but I would have thought it would have been fixed by now if it is not by design.
