In a report an optional date prompt looks like this:

I explicitly tested the new prompt page as well. Of course, when you define a default value (static, by data) this value is selected and the check box next to the prompt is also activated. I don't see any way (except java script/custom controls) to deactivate the check box by default when the prompt is optional.

I have submitted an enhancement request for this. Looking at the web it feels like it's been a thorn in our sides for far too long. Please vote for this one!

It is probably not the answer you are looking for but it could be a valid workaround for you.

If you change the Select UI in Edit box, you can clear the default date just before you click on Finish button.

I'm been trying to change the default value without any chance (using the new Defining default parameter values feature in v12.0.0).
