Can you share the result of mqsicvp command mentioned in my earlier response. Refer to the attached snapshot for details.
Also try enabling ODBC trace to get further details about the error.

I am using odbc.ini template provided by IBM and docs and including as a part of deployment process, not sure if missing something else as telnet connectivity is working fine at POD level.

You need to verify the following to identify the root cause of the issue. I am assuming you have access to the pod's terminal where IBM ACE is deployed and performed all configurations required for ODBC connectivity.
- Verify whether oracle database server is accessible from pod and OpenShift cluster using telnet etc.
- Verify ODBC configuration and connectivity using mqsicvp command.
- Enable ODBC trace to get more details about the error.

I am trying to access service deployed in Openshift and getting always below error , even though it is tested to work in SQL Developer and telnet.
Also its working fine in VM.
