We are trying to integrate the OPEN VPN with IBM security verify access but while installing the open VPN it's showing below error 

Can someone guide me on this 

A version of OPEN VPN is 2.4.4  and shows a TLS handshake error (open SSL version is 1.1.1)

It's obviously an OpenVPN configuration problem, and I cannot help you with that right now.

But: earlier this year @Yves Debeer and I gave a webinar on setting up OpenVPN to integrate with Verify SaaS to provide MFA. Yves has spent quite some time documenting the OpenVPN install/config/troubleshooting. The integration with Verify SaaS is very similar to the integration with Verify Access: both use the same Verify Bridge for Radius. See the picture below taken from the webinar's presentation:
