We have faced similar issue and raised a PMR and received below update from support team.
"Unfortunately, the ICN Microsoft Office add-in (including the version you are using, nmo309.000.804) is not currently compatible with the new Outlook client. This limitation extends to all current versions of ICN. See IBM Software compatibility report.

The new Outlook client has different architecture and may have limitations in supporting certain types of add-ins compared to the classic version.
The good news is that the add-in continues to function as expected with the classic Outlook and Microsoft Word applications.
While I don't have a specific timeline, IBM is working on updating the add-in to support the new Outlook client in future releases."
