I am trying to install ODBC for AIX version 2.3.9, however, it is failing at configure.
AIX is at 7.2 TL4 SP3.
I get the following error message:

Is it necessary to have gcc to have ODBC installed, can I bypass this somehow?
How do get beyond this point of the C Compiler not being able to create executables.
