Is it possible to object last modified by and date of tables, reports etc.  

For instance if the Cost Source Detail was modified by me yesterday.  Could my partner run a report and see that.

If users have DEV environment access, they could see your checked-in changes once it's calculated. 
It's unlikely that end users of Apptio without Dev access would see changes without a promotion to Prod

For Tables if you go to the Summary view in the Data Quality the reports and Scroll to the bottom of the report there is a tabbed table. The first tab of that table is called "Data Expiration" and within that table you will see all of your raw data sets with their last update date specified in the column Raw Data Last Updated.​


For reports it's likely to be a little trickier. More than likely you will have to check those one by one. If you are unsure where to start I would use your Usage project to see which Reports are being viewed the most as a starting point if you are looking to audit the last time these reports were updated.

Once you select your report to review you can select the option shown below to show the check-ins for that report. The last check-in will be the last time that report was modified (this can be done for tables and metrics as well).
