I know that a stopped EC2 instance does not cost. But as Cloudability recommends to terminate all of its volumes, it should recommend the same for the instance, as it cannot exist without volumes as far as I know.
At least information about stopped EC2 should appear as "No Action". For now it is like those instances do not exist at all.

Hi @Pedro Martins, I pinged our internal channels and received the following answer: "A Stopped EC2 instance doesn't cost anything so we can't create a cost saving terminate recommendation as it's free. However, the EBS volume attached to a stopped EC2 instance is chargeable which is why it has a recommendation."

I am using Rightsizing end points and I noticed a possible bug when dealing with stopped instances:
- EBS end point correctly returns data for volumes and recommends to terminate them;
- EC2 end point does not return any information about stopped instances. I think it should return data and recommend to terminate them.
Can someone take a look at it?
