You could troubleshoot this from the point of view of copying data across - which is time consuming and won't add much business value.
I would tend to prefer that users take responsibility for personal data. Anything they have from a personal usage perspective - if you accept that this can be copied across - can be copied to a cloud storage, this is already the case for personal email accounts, and if they set up Google Photos for their existing Google account, they can copy all photos to the Google Photos app, and then when they log into the same user account on the new phone and install the Google Photos app they will be able to retrieve photos after they are synched to the new phone.
Most data should work this way - WhatsApp has its own backup to Google Drive - SamsungSmartSwitch can copy SMS messages (which won't take up much data or a lot of time).
However if using Samsung Smart Switch or similar apps you need to be careful about copying system app configurations. So for example the MaaS360 app needs to be excluded as the user profile needs to be created via a new enrollment and not copied across - if copied it will be invalid.

Hello, we are switching from Samsung devices to Pixel phones. The Samsung devices were completely unmanaged and we want ot use MaaS360 to manage the new devices as we roll them out.
As we are new to MaaS360, I am having trouble getting Android Switch to work to copy photos/text messages/contacts from the old phones to the new phone. I get a "Can't copy data" on the new phone. I am assuming there is a policy needed to allow transfer of data onto the new phone from the unmanaged phone.
