    I am not sure if I missed a requirement, but I have no received a new citizen badge yet. 

    Is this something that must be nominated?

    Anyone can join these communities.  These officially recognized by IBM as "IBM Champions" or "Rising Champion" get a badge.  There are requirements.  See the "Pathway to IBM Champion" tab at https://community.ibm.com/community/user/champions/home
