This is a difficult situation. SPSS 13.0 is a product that is long past Support. It is also a product created by a company (SPSS Inc) that no longer exists (Since October 2009). I'm afraid, even with your Authorization code, IBM SPSS Support no longer has access to the licensing mechanisms to create a valid license string for that version and tether it to your new hardware.
If your organization already has Support/Maintenance for current IBM SPSS products, it should be no problem for you to add this end user. Otherwise, I can only counsel purchasing a new IBM SPSS Statistics and bringing your Support contract up to date.
