I agree with Jan - I would also go with a single instance here, because that is easier to set up and maintain, but still gives you the freedom of failing over each of the Db2 databases independently.
Unless you want to be able to upgrade one database environment to a newer Db2 level and keep the other one on the older level, in that case you will need two separate instances.

HADR is a relation between databases - so unless you have way too big server - I would recommend single instance with 2 databases.

We have one instance with 2 databases install on single server.
Now our plan is to create 2 hadr environment. We have 2 servers.
2 HADR database on 1st server (primary) and corresponding standby's databases on 2nd server.
