    I'd like to create an report month over month with variance or percentage.
    Is it anyone some spec about that? 
    My Cognos version is 10.2 yet.

    You would need to give more specifics before anyone would be able to answer your question. Dimensional or relational data? Are you talking about calendar months, or financial months? Month to date, or full months?

    You can check Cognos Reporting functions to define required Time category and calculate variances as running-difference.
