    If you are referring to DataStage TX there are settings in the mercator.ini file which control the min/max connections. From your Windows Start>Programs menu if you access the product via the "Mercator 6.x" menu entry you are using what is now known as DataStage TX. If you access the product via the "Ascential DataStage" menu and the first thing the Designer does is ask you to connect to a project, you are using DataStage and not DataStage TX. You need to re-post your question under the "DataStage" forum.
