My question is, where did the "17501" come from?

you have to big disk for 4 MB PP, even with factor 16.

Remember that when you create a VG you waste some disk space.
Maybe 17501*4=70004 MB is the available space after create the VG. As the max PP per disk is 16256, you must specify p.e. PP size=8.
