The company I work for has a manual process of redirecting a user to a "Application Down" page by modifying the plugin-config.xml file for WAS, commenting out the URI for a particular app then using a redirect for that app to "page down" message/page. 
I know there is an easier way of doing this. I believe from the webserver front end. Maybe by putting a "trigger file" in place .. where if a file is present, it will then redirect? 

Please let me know if you have a better solution for this.
