Two exceptions that I can see.
1) the machine was halted - this does not let anything be written to disk - highly NOT recommended.
2) The filesystem was full - happens surprisingly often if you have not increased them from the tiny defaults.
I think it goes into /var
In a crisis like a major power problem like a spike (not a power outage due to yanking the cable), I could see why the machine might attempt to "bale out" rather than an orderly shutdown.
