I would have a read of the thread that Dinesh has pointed you towards as for me, the screenshot that Dinesh has provided doesn't provide full clarification on the issue. In a nutshell the safest options are:
If you have PVu licence then you can send your email content to whomever you want, regardless if they use your Cognos solutions directly or not. However you may need to ensure that the emails you are sending dont send out more content in one hit than the number of PVu licences you hold or that may fall foul of IBM.
As for Named user licences. If you are sending any content, be it by email or placing content into a location that has been tailored to a persons needs. The the recipient of that report/data will require at least an Information distribution licence. You cannot email it to a group as a group is not a named user and you again fall foul of the IBM licence.
I mentioned this in the other thread, but i would strongly recommend speaking to your IBM account manager and get their answer to you written down.
