When MQ has been installed for backup purposes on a Server, and was not started, and was not doing work, including not provided automatic failover, then there has been no need to license this copy. However if MQ was installed on a server for the purposes of providing automatic failover then this was deemed to have been doing work as it was installed for the purposes of providing automatic failover and should have been fully licensed as a hot backup, even if it was thought it was only 'warm'. The recent announcement of this change in Idle Standby licensing for WebSphere MQ enables these installs of WebSphere MQ for failover purposes to be licensed under Idle Standby licensing, representing an 80% reduction in licensing cost.
